In a follow up of the evaluation, the evaluator (Lisa Robson) informed me that marriage laws in the District of Columbia and in Maryland are less strict and the residence of the participants determine the requirements for the celebrant. With this new information, I will investigate the laws of those locations when time permits. However, this is optional and doesn't effect the approval of this article.
